Panama then rebelled for independence with United States military assistance. Colombian troops could not move through the dense overland jungle around Panama and found United States ships blocking the sea. Colombia was thwarted. Roosevelt was quick to recognize Panama as independent and receive its first ambassador to Washington D.C. Panama agreed to extend the canal zone in size and to accept $250,000 per year in rental for perpetual use. A similar deal to what the United States had attempted with Colombia, but actually better in terms of landmass.
In his annual address to Congress in 1904, Theodore Roosevelt set forth what came to be known as the Roosevelt Corollary.
